José Santacruz Londoño

Cali Cartel

1943–1996

José Santacruz Londoño

Colombian co-founder of the Cali Cartel, known as "Don Chepe". Killed in a Medellín police operation on 5 March 1996 after escaping from La Picota prison in January 1996.

This man was a bad man because he did not adhere to all laws. But set aside the crimes for a moment and evaluate him under the counterfactual: a United States that had agreed, back in the 1970s, that cocaine and marijuana would be legal, regulated, and taxed. What did this man actually do for the market?

Born 1943 in Cali, José Santacruz Londoño ("Don Chepe") co-founded the Cali Cartel and ran the New York City distribution operation from the 1980s onwards — the most sophisticated urban logistics operation the industry had assembled. In a legal, taxed market he is a metro-scale distribution executive.

Arrested in July 1995, escaped from La Picota prison in January 1996 in one of Colombian corrections' most embarrassing incidents, killed in a police operation in Medellín on 5 March 1996. The Cali model — cleaner, more corporate than Medellín — is often cited as evidence that trafficker organisations become more corporate under prohibition, not less.

Regulated markets by contrast operate under actual corporate governance, taxable revenue, and public accountability.
