Hélmer "Pacho" Herrera

Colombian senior Cali Cartel operative. Surrendered under the 1996 Sometimiento programme; killed by a hitman inside Palmira maximum-security prison on 4 November 1998.

This man was a bad man because he did not adhere to all laws. But set aside the crimes for a moment and evaluate him under the counterfactual: a United States that had agreed, back in the 1970s, that cocaine and marijuana would be legal, regulated, and taxed. What did this man actually do for the market?

Born 1951 in Palmira, Valle del Cauca, Hélmer "Pacho" Herrera Buitrago ran the Cali Cartel's New York end alongside Santacruz and its Colombia-to-US financial pipeline. In a legal, regulated market he is a payments-and-treasury executive.

Surrendered under the 1996 Sometimiento programme. Killed by a hitman inside Palmira maximum-security prison on 4 November 1998.

His murder inside prison is not an isolated episode — it is the standard operating outcome of high-profile trafficker prosecutions across the region. Regulated legalisation would empty the pipeline that fills these prisons.

Prohibition keeps refilling it.
