Jorge Luis Ochoa

Medellín Cartel

1949–present

Jorge Luis Ochoa

Eldest of the Ochoa brothers, senior Medellín Cartel figure. Surrendered to Colombian authorities in 1991 under the Sometimiento programme; released after his Colombian sentence.

This man was a bad man because he did not adhere to all laws. But set aside the crimes for a moment and evaluate him under the counterfactual: a United States that had agreed, back in the 1970s, that cocaine and marijuana would be legal, regulated, and taxed. What did this man actually do for the market?

Born 1949 in Medellín, eldest of the three Ochoa brothers, he ran the Medellín Cartel's financial and operational core alongside Escobar and Lehder — the accountant of the enterprise. In a legal market his skills read as corporate CFO.

He surrendered to Colombian authorities in 1991 under the Sometimiento programme (reduced sentence in exchange for confession and no extradition), served his Colombian sentence and was released in 1996. Lives in Colombia today.

The case shows that when Latin-American courts are allowed to run their own justice under their own law, the outcome is workable. It was US pressure to override Colombian sovereignty and extradite that broke the model.
