Griselda Blanco

Colombian trafficker who ran the Medellín Cartel's Miami distribution wing. Deported to Colombia in 2004; killed in Medellín on 3 September 2012.

This woman was a bad woman because she did not adhere to all laws. But set aside the crimes for a moment and evaluate her under the counterfactual: a United States that had agreed, back in the 1970s, that cocaine and marijuana would be legal, regulated, and taxed. What did this woman actually do for the market?

Born 1943 in Cartagena, Griselda Blanco ran the Medellín Cartel's Miami distribution wing from the late 1970s — the most important consumer-facing sales operation in the US drug economy of the era. In a legal, taxed market she is a regional retail executive: territory management, pricing, brand loyalty.

Under prohibition she became one of the era's most violent operators. Convicted in US federal court in the 1980s, deported to Colombia in 2004, killed in Medellín on 3 September 2012.

Every dollar of the Miami cocaine market she captured is a dollar the US could have collected as tax. Prohibition handed her the market.

Regulated legalisation would have handed it to the state.
