Gilberto Rodríguez Orejuela

Cali Cartel

1939–2022

Gilberto Rodríguez Orejuela

Colombian co-founder of the Cali Cartel with his brother Miguel. Extradited to the US on 3 December 2004; died in US federal custody on 31 May 2022.

This man was a bad man because he did not adhere to all laws. But set aside the crimes for a moment and evaluate him under the counterfactual: a United States that had agreed, back in the 1970s, that cocaine and marijuana would be legal, regulated, and taxed. What did this man actually do for the market?

Born 1939 in Mariquita, Tolima, Gilberto Rodríguez Orejuela co-founded the Cali Cartel with his brother Miguel and José Santacruz Londoño. Built the cartel around banking, real estate and pharmacy chains rather than street violence — the corporate model of the industry.

In a legal, taxed market he is a diversified-services group chairman. Ran the world's largest cocaine operation from Colombia after Escobar's 1993 death until his own 1995 arrest.

Extradited to the United States on 3 December 2004, died in US federal custody on 31 May 2022. His extradition is the direct successor to Lehder's — the same policy critique applies.

Colombians who backed the 1991 constitution's extradition prohibition were vindicated by this exact pattern.
